There is nothing about that URL in the Wiki. It states only update.php, which needs CLI. Is that an URL which is not supported anymore? Is there another, exept the CLI version? Do you use quotation marks for URL in wget/curl? curl "http://yourttrssinstance.tld/opml.php?op=publish&key=somerandomkey" should help.

I tried enabling/disabling a plugin in chrome (33.0.1750.154, Windows 7; tt-rss 1.12 with PostgreSQL) and had no problems with it. I have AdBlock, ScriptSafe and DoNotTrackMe installed.
